IP bans are just inefficient, is why they don't do it. Very few game companys use IP bans anymore.
I don't cheat on any game (bBar a few single player games) but, if I were too, IP banning me, would be banning 4 other people, too.
Also, the number of Cafe's, college/university campusses etc.
The only people you don't hurt with IP bns, are the people that cheated. If they know how to get hold of hacks/scripts, they can likely get around an IP ban in under an hour.
Once you get the new rockstar code you can make a new account with your existing steam verison with that new code. And just log onto that account and forget about the old and perma banned one.
Most home automatically have Dynamic IPs too. At least in the UK. If you want a static IP you have to request it, which no one tends too unless they run a server.

No as you'd get the same CD key if you buy it on same account.
The issue with this (And the reason very few companies IP ban at all) is the collateral damage of the ban. If they banned someone in your house, say a sibling or partner (Both?) You would get banned too, just because you share the same machine.
It goes further than just household though, computer cafes, gaming cafes, colleges, univercitys, they'll all be banned out.
Nah account banning works, just you can buy another copy of the game for $5....
