Open gtav install folder. (rightclick gtav in steam - properties - local files - browse local files.)
Enable viewing of file extensions. (google if you don't know how)
Delete anything that is NOT a folder AND is NOT a .RPF file.
VERIFY CACHE. (rightclick gtav in steam, properties, local files, verify integrity)
Try gtav.

Every time new patch will be released, mods will be broken.
if you do that youll end up deleting DLLs and the steam api for the game meaning your unable to play it without the reinstall
Until earlier today - scripthook wasn't updated. It is now.
Verify cache makes perfect sense in relation to the instructions given for the now modified original post and subsequent suggestion of uninstalling/reinstalling. It FIXES what IS removed ON PURPOSE via "remove all NON folder/RPF files". Verify cache is also important for alot of people after an update where their pc/setup or something else causes them problems and the update isn't applied correctly/entirely. If you mod IN a "mods" folder - it doesn't affect you.
If you don't /shrug. Either way - update.rpf needs to be updated after an update.
