If it were different, thousands of people would've been banned over the past 12 months since everybody with a CEO or MC does that and especially at the moment it's very obvious that a lot of people set up such public solo sessions.
2. Go to performance tab.
3. Click resource monitor.
4. Go to network tab.
5. Locate GTA 5 on the list.
6. Right click and suspend process.
7. Wait roughly 7 seconds.
8. Resume process.
9. Repeat steps 6-8 as needed.
10. Enjoy an empty lobby.
11. Profit.

I haven't tried that but it seems to work according to other reddit users.
Personally i just use my firewall (you just need to block port 6672 on inbound and outbound) if i want to end up in one but as a said currently, so many people set up such sessions that i end up in very small (1-5 people) sessions where everything is peaceful anyway.
Also, if you want to do stuff with your friends have one of you use netlimiter set at around 30kps and although no randoms will get in you can still manually join each other games. We've all been doing it for ages with no issues

As to the OP, no you won't get banned, I use Netlimiter regularly. It's not as if it's altering your game files or anything, it just limits the bandwith a program uses which isn't illegal
