Exit steam, rightclick steam, run steam as admin.
Undo any compatability changes from your attempts to fix.
Go back to gtav folder, open installers folder - rightclick socialclubsetup - run as admin.
Try gtav.

If it doesn't work-
Open my documents / rockstar games / gtav / launcher.log - copy it all and post it here for us.
Start/run (winkey+R) - eventvwr.msc - custom view - admin event - find/copy/post crash report.

it does not work. and i dont have a folder in my documents called rockstar games or gtav.

seach for it then using cortana... i assume you are on win10 if not just use the old search feature.

Run gtav til it crashes.
Start/run (winkey+R) - eventvwr.msc - custom view - admin event - find/copy/post crash report.
Sort by timestamp. Should be able to find the report easy that way.

You can check with regedit --- and navigate to
HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Explorer\User Shell Folders
And look in the right pane for Personal - what does that say?
It should say %USERPROFILE%\Documents
You can forcibly change it here as a test.

Something else to try/test- because you lack the socialclub_launcher.log-
Create a new windows user - LOCAL account - give it admin access.
Log into that windows account, start steam, and try gtav.

You hit winkey+R and type in the commands regedit or eventvwr.msc and follow instructions.

thats not what you're looking for.
launcher.log and socialclub_launcher.log is what you are looking for.
if you can't find those just do as psykoteky says
