I think more logical explanations are:
- Not always do children have the hair color of their parents, it's in the genes
- Amanda might be blonde and just dyes her hair
I guess logical thinking is not a thing anymore...nah, has to be adopted, makes the most sense, lol.

Tracey probably dyed her hair blonde. She has every other aspect of a superficial, preppy personality so it's more likely that she dyed her hair to get more attention.

Actually the pictures of her, that show her as a child have her with blonde hair already. I doubt a 10 year old would dye her hair already (then again, with how ♥♥♥♥♥♥ and dysfunctional that family is, i wouldn't be surprised)
