#You are attempting to access GTAO with an altered version. This is MOST commonly caused by mods in the folder - usually dinput8.dll / dsound.dll (depending how you modded - you can't always just 'delete that file' and carry on). Corrupt/leftover mods can also cause crashing/hangs/other issues. You are not allowed/supposed to go online with mods install. You can/will be banned. Depending 'how' you applied your 'mods' - you can also try removing dinput8.dll / dsound.dll to temporarily disable all mods (doesn't help with enb, reshade, sweetfx, or NOT using a 'mods' folder for openiv/.rpf modifications)

Uninstalling and reinstalling gtav - does not always remove non-vanilla/mod files. Verifying cache - also does not remove all non-gtav files. Skip the redownload of 100+gb - save a whale, some frogs, your bandwidth, and time (or even space if you are struggling to house 'clean' copies to fix problems). Non-vanilla/mod files require manual removal. The directions below help with that.

Exit steam, rightclick steam, run steam as admin.
(^in some cases, this is not necessary - in others, it is)
Rightclick gtav in steam, properties, local files tab, browse local files.
( View file extensions, hidden, system files, protected files )
Compare your folder/files to the screenshot - delete anything that is NOT in the screenshot.
( Ignore date, time, type, size - leave commandline.txt IF you use it ) -----
Then - delete the highlighted files. (they ARE vanilla - delete anyway - verify will fix)
And then ===> VERIFY CACHE <===

Same thing - if it is not in picture delete.
Can go further and delete anything NOT folder and NOT .rpf
Empty recycle bin.
Verify cache/game files.

***Yes, this method leaves the "mods" folder inplace if you use openIV/etc.
It should be inert without the loaders in the gtav folder. You can delete that too - if you want. Though, it could cause problems when you go to use it again/not updated/etc. --------Also of note - after updates, files in this folder 'could' be outdated - most importantly - the gtav/update/update.rpf. Generally, the mods/update/update.rpf needs to be replaced with the new gtav/update/update.rpf, and modded/updated to match what you previously had.

*** Many have mentioned having problems loading saves 'after' removing all mods.
You can test this by renaming my docs / rockstar games / gtav / profiles to profiles-old
Again, rename. Don't use cloudsync when it asks incase those have been affected too.
*** Yes, 'rarely' on certain systems/crashes/etc - things can be left in memory. It may be best to restart the pc (not hibernate/sleep) - and give another try if you've thoroughly cleaned the folder. May also be useful to empty recycle bin if you are finding that a full clean 'doesn't work' (although in my 6+ years of modding gtav - I have NEVER had this issue). This post does not cover people that have erroneously replaced files in other locations - like system32, or cheat -.- .
*** Yes, IF you've installed the RSGL launcher into the gtav folder to get around other issues - you may need to be careful to choose the location again. If it doesn't - you may need to manually reinstall and/or copy the various 'api-ms-win-core.dll's' from the rsgl launcher folder over to the gtav folder. If you copied in media feature pack files to fix errors - just install those the correct way (or risk issues with them with future os updates/changes or keep jumping through hoops to update to correct versions).
**** There are 'tools' available that state they can clean the folder. I haven't explored, tested, YMMV. Not hard to find them via google. I imagine they only do a filename check and not compare sizes, or catch corruption/changed files, so you should play safe and do a verify cache afterwards.
Removed all the mods and still stuck in offline mode because your initial post was atrocious and didn't give the exact error or you thought you were explaining something? This includes blocking firewall rules, -scofflineonly usage, etc.

Possibly bad ram. Who knows without crash reports and memory testing.
Or hdd corruption - again, requires checking/testing.
Is there any R* / social club / antiban / telemetry / bad sport trash in your hosts file that you didn't show because you're trying to be slick? ( which is in c: \ windows \ system32 \ drivers \ etc - hosts )
RENAME hosts to hosts-garbage to remove your cheater/tampered hosts file.
Try gtav.
