Where Is The Dinka Blista?!!?!?!?!?

This evening I went around Los Santos (the whole of it) and couldn't find it anywhere apart from in the missions "Franklin And Lamar" and "Marraige Councillation" (which I couldn't save to my garage) Is there a specific time/place where this car spawns or is it like finding a £100 on the street?
