I have checked what this might mean, said it is cheated money, but i have never hacked, went into modded lobby, i have played with a public hackers, they are unavoidable, but what concearns me the most is what this is? Is it a possible ban?

As has been said countless times: You don't get banned for that. And bans aren't instant, unless you're an idiot and use a blatant chea the game detects when you log in.

You did something days/weeks/months ago that was prohibited by the ToS you agreed to. That's why you got banned.

both pac standard final exploits (instant restart final and elite heli tactic)
car duping still works too

it is pretty easy to regain your loss.
spend your money, when you dont want to risk corrections from R* side
it is like in real world save your money under the bed to get through a finance crisis

yeah it will reduce your sell amount to 2 cars every 30h for the first offense and 1 car for the second offence for 9 month
