Yes, i have HDD and i can play it maxed out.
Loading online time is 2 minutes for me.

SSD doesnt help much for this game, so you will be fine :)

if you have lower amount of ram you might have problems.

If your HDD is slow, you may experience some heavy pop-in.
I mean "Whole districts load on your eyes" heavy.

Loading times may be a bit of a pain, but yeah the game is perfectly playable on an HDD

yes just turn off page file on performance setting and turn off prefetch on regedit

Computer\HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Control\Session Manager\Memory Management\PrefetchParameters

and set EnablePrefetcher to 0 value

SSD improves streaming textures and loading times. But its still perfectly playable on a HDD. Remember consoles have slower HDD's and yet games plays fine on them.

what consoles have is irrelevant, games on consoles are made to run on the hardware in those consoles.
I've done 1300+ hours on a HDD so you're good

i've an ssd but have no choice but to put gta 5 on my HDD due to space. finished a full playthrough recently and was comfortable to play despite being on HDD. You'll be fine.
