Friends BLOCKED from joining Heist Lobby!
My friends and I were doing a heist and we lagged out. I set up the heist mission again and when I invite them...it says "BLOCKED" instead of "Joining" or ""inviting. WHY!!!!

That means that he has declined the invitation to join you once he got it on his mobile phone.

You can try inviting them through the Social Club overlay, if in game is not working right.

Either he was on landing page / start up loading screen or bugged out. In both cases the best solution is...
Wait a minute and try again.

Make sure you and your friend clean up the %temp% folder while playing GTA 5. It solves a lot of issues.
