Looks like you might have multiple issues out of the gate.
I would be sure you've manually installed gpu drivers - don't use what windows puts in.
What is in my docs / rockstar games / gtav / launcher.log ? (preferably - post ALL of it)
Did you change compatability on gtav's .exes? Undo it.
I would also open msconfig, boot tab, advanced options - make sure debug is NOT checked.
If you uncheck it - apply/restart pc.

Your screenshot shows some vcredist but is that all that is installed? Just what you added?
2012's are also in gtav/_commonredist/vcredist/2012 folder to UNINSTALL, then reinstall.
Of course - try again to install...
Steam/steamapps/common/gtav/installers/socialclubsetup.exe
And...
Close whatever else you can in the background too. Msi, razer, riva, fraps, raptr, etc - to test atm. Gtav also has issues with some 3rd party av/security apps.. exclude/ignore..
If that still doesn't help, move the Grand Theft Auto V folder outside of the Common folder and then uninstall the game from Steam, use CCleaner (which will remove registry entries for programs which are no longer installed, your registry entry for GTA 5 may be corrupted), and then move the Grand Theft Auto V folder back to common and reinstall the game.
Though, I'd probably leave the exception - so when gtav updates in the future its less hassle.
(thats me though - would prefer R* just put SC in the gtav folder with everything else)
Does it do the same and prevent vcredists and directx from installing properly?
(or some magical key lets ms install its own .exes.. :p..)
Edit - After updating a vanilla win10 install to fall creator - I installed social club with no issue.
I did not turn on the new features (as I've read everywhere they are off by default).
So if you do choose to use CFA and exploit guard - be prepared to jump through the hoops.
Edit - turned CFA and forced rando ASLR on (default says off..) - yes, SC wouldn't install.
Exception - yay, installed. Uninstalled - nope, won't uninstall - it needs exception too.
I wonder how many things these tools are going to screw around with / confuse people -.-

I enabled these security features after upgrading to the Fall Creators Update because they sounded interesting. I noticed that Windows blocked many programs due to Controlled Folder Access including Microsoft Office, Notepad++, and various game launchers. However, each time Windows blocked a program it prompted me to add it to the whitelist, which at least made it clear why a particular program wasn't working.
I didn't notice any issues with Mandatory ASLR until trying to open GTA V for the first time, so I didn't immediately suspect that as the culprit. I assumed I would be presented with a similar security notification as with Controlled Folder Access but apparently not.
I have turned off both mandatory ASLR and controlled folder access, since clearly these features have negative effects on popular 3rd party programs such as GTA V.
Turn off Mandatory ASLR and reboot for installation.
Turn on Mandtaory ASLR and reboot to play.
Game should then work normally from Steam.
ASLR is an important tool for keeping your computer secure. I normally would boycott programs that don't support it, but I just spent $30 on this one. /facepalm
Ran into this on Windows 11 a little bit ago while trying to install GTA V from Epic, and this was the first thread to pop-up in search. In my case, I globally-enabled Mandatory ASLR.
Instead of disabling it globally and rebooting though, you can add an exception specifically for Social-Club-Setup.exe and disable the Mandatory ASLR for it only. Then you can re-run the installer.
