Proper location would be my docs / rockstar games / gtav / settings.xml
Incase you have onedrive going... it may be there.
When in doubt - search entire pc.
If you change video settings - they're saved there.
If the file doesn't exist - gtav creates on startup (or tries - see perms below)
You've changed graphics settings, and save/restarted game - correct?
Is gtav reverting your settings when you startup?
(note - fraps can cause crashing while changing settings - incase you go fraps / diff for you)
The only reason it wouldn't be created would be lack of permissions.
You COULD try creating a settings.xml at the my docs / rockstar games / gtav folder.
Generic empty txt file - rename it correctly - YMMV

If you really wanted - you could RENAME my documents / rockstar games to -OLD
Create a new Rockstar games. Create a new "GTA V" and "Social Club" inside it.
Then exit steam, rightclick steam, run as admin and try again.
And if you really wanted more to test - create a new windows user and log into that one and launch steam (as admin again) and see if that works incase your security/perms is wonky.
And yes, you can willynilly find any old settings.xml for gtav and throw it in the above listed dir.
Gtav will either fix the file, crash based on settings, ignore it (its it looking elsewhere), etc.
