Where do you start the air-freight steal missions?

It cant be, i still need to do 9 missions to buy a plane cheaper, although i have already done 3. Should be down to 6, but still 9.

Stealing supplies IS the mission.
Also the number of missions you need to do for having the trade price don't update.

I can confirm, the cargo steal are the missions. After doing a few it unlocked the discount price at some vehicles for me, ultralight was the first.

It just shows the total amount needed.
