Since you've already tried to reinstall SC, and have verified cache...
Restart the computer / steam.
Verify cache once more - wait til it is completely done.
Open my documents - RENAME rockstar games to rockstar games-OLD
Then-
Open regedit- and navigate to---
HKEY_LOCAL_MACHINE\SOFTWARE\Wow6432Node\Rockstar Games\GTAV
InstallFolderSteam should exist and point to your gtav folder
example - D:\Steam\steamapps\common\Grand Theft Auto V\GTAV
(yes \GTAV goes on the end)
Make the changes - and close regedit
Give gtav a try.
Still don't work?
Open my documents - has it created a NEW rockstar games folder with gtav/sc inside?
There should be a launcher.log in gtav, and socialclub_launcher.log in sc - lets see'm.
If the folders/files are not there-
Check with regedit --- and navigate to
HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Explorer\User Shell Folders
And look in the right pane for Personal - what does that say?
It should say %USERPROFILE%\Documents
You can forcibly change it here as a test.
You have to remane the Drives letter to the one where you had the games before, that means, im gonna use the same example, you have to rename both your Drives, (C:) to (D:) and (D:) to (C:)!
As a test I just moved a game to a different drive using the same feature.
I attempted to run it afterwards - it DID NOT WORK.
I closed steam, opened steam, tried again - and done - it works.
(I also verified it was gone from the first location, and only appeared in second location)
(browse local files - also - points to the new location)
Update:
After doing it repeatedly both ways - it no longer requires me to restart steam to get it working.
The paths in the registry are also okay.
Maybe the log in Rockstar Games/GTAV/launcher helps. For better formatting, I uploaded it to paste.ee:

Did you use the actual - move function? Or the backup/restore?
What is the new location you moved it to?
And the location it says in the registry?
And you did nothing else correct? Like move it / redo OS / etc.
I would also exit steam, rightclick steam, run steam as admin - just in case.
I moved it from C:\Program Files (x86)\Steam\steamapps\common
to D:\SteamLibrary\steamapps\common
The location in the registry is D:\SteamLibrary\steamapps\common\Grand Theft Auto V\GTAV
Because your info should work - I moved my gtav overnight, and it moved / works fine.
After a few hours of playing, the GTX 1060 broke. I sent it in for my RMA.
I used an ATI Radeon 3870 while waiting for my new card. I also got my new HDD in this time, so I moved it from the SSD to the new HDD. With the ATI graphics card, I once tried to start GTA V and it didn't start as well.
Today, I got my new 1060 and it still does not work.
If I can't resolve the problem, I will redownload GTA V over night. Not a big deal, but I hoped I could already play it today.
Can you maybe just answer a question, in case I redownload? What files do I have to backup, in order to continue playing at the exact same progress, I have last played? Is it only the Documents/Rockstar Games/GTA V/Profiles directory or do I need more?
Are you attempting to launch through steam or a desktop icon?
You aren't using any mods/managers/etc are you?
