Can I play on GTA 5 with an Intel(R) HD Graphics 2000 with low settings?

Without it lagging... I know there is mods for that but I don't know if I would get banned for using the mods?

I believe the best you can do is disable shadows and turn everythong down. That's if you want to play online.
