You're bottlenecking your graphics card with your CPU. You only have 2 cores to process all of your tasks. Your ram is also low for GTAV.. GTAV can take up from 4gb to 8gb of ram depending on what settings you're running, and what you're doing in GTAV.
If you can, try to upgrade your CPU to a K series chip. like 6600K or 7700K. And try to upgrade your ram to 12 or 16gbs.
