even with a GTX 1070 I barely get 30 - 40fps in heavy grass areas which is playable for me but maybe not be playable to other players

And thanks for all the suggestions I'll try them tonight. Thing is, is this a problem with settings as I can get that decent fps for half an hour wherever I am on the map. Does anyone know why the lag spikes only start after half an hour?
Slow computer. Used to have a intel G2030 and a GT640, which is close to the 750ti (refurbished, rebranded stuff sucks). And it's much bottle neck and probably a bad power supply that isn't giving what the rest of the computer is asking for in Current.
But if you thought "Ti" meant "Titan" you were completely wrong about it... A GTX760 would have done a greatly difference.
tl;dr; you wont have anyway to improve performance because something in your computer is lagging behind. It can be: Videocard, Processor, or, sadly, hard drive (a 7200RPM or even an SSD does make a difference).
