Not too sure guyshave u set ur DNS to automatic??
Go to VPN GATE find the Americen one. Or other VPN APP for USA IP address.
Connect the VPN and click retry, the rockstar window will ask you to log in.
When you successful to log in, disconnect the VPN.
GTA V should start normally.
I try three times and it works.
Might be the Rockstar server Issues. They block some areas IP address I think.
Though.. opening IE and opening a webpage - just means you had 2 or more issues.
(with one being on your end)
The rest...
Restart pc, modem, router. Try again.
Verify cache on your gtav install - rightclick, properties, local files, verify integrity.
Try reinstalling social club - steam/steamapps/common/gtav/installers - run as admin.
Try changing DNS servers from automatic to google, or back to auto. (for tcp/ipv4..)
Google IP's are 8.8.8.8 - 8.8.4.4 (restart pc after each change to be sure~)
Be aware the above doesn't guarantee a fix - sometimes you have to wait it out -.-
1. Hotspot comp to phone
2. start up gta online - load into a session
3. connect internet back to your normal one
GTA now works and has all the same functionality.
CAVEAT - will have to RE-HOTSPOT EVERYTIME you want to restart gta if you close it down fully.
Thanks to both of you, I reccomend everyone to try these steps aswell as opening IE and going to a website. In my case nothing wroked except for using IE but I have seen other cases where people have just changed their DNS to auto or 8.8.8.8/8.8.4.4.

Depending on your internet and internet explorer configuration your milage may vary to get that done. I did help a friend who never did start the internet explorer (did not show any website) and our fix was turning off auto configuration under options. Websites did work in IE and so did the social club stuff.
So best is, try to open exactly the social club website with internet explorer and make sure that works. That has already been recommended in some postings. For me, it would be very first to check ;)

So basically if you're on a Windows 10 64 and since about two months with all of the major OS updates that don't let you connect through Ethernet anymore just by dial-up you're like banned from playing GTA V, cos Windows 10 without Ethernet connection doesn't let you access neither Edge, I.E. and Windows Store related apps. The sole hope that remains is either for Rockstar to cancel that must through I.E. access page and let you through any other default web browser, or that finally us we were told Microsoft to discard completely Edge and I.E. and finish building his new Chromium engine based web browser. Anyhow that's Rockstar fault to let only I.E. or Edge probably cos is on Microsoft and Sonny payroll to release games exclusively or at least firstly for the X Box and Play Station consoles.
