Can confirm this issue persists as of July 2018.
update.rpf / common / data / materials - materials.dat with a vanilla gtav copy has better results.
If you want to jump through hoops narrowing down to what exact variables in there - have at.
Going further and replacing - update.rpf / common / data / ai :
weaponanimations.meta, weaponcomponents.meta, and weapons.meta
with vanilla gtav copies helps fix the other random/aim/spread/recoil/weapon modifications.
(didn't test indepth for other changes in those - just did all 3, perhaps 1-2 are unnecessary)
Comparing those modded/vanilla files show some pretty large variation in numbers.
My only workaround so far is to rename my "mods" folder to something else temporarily (like redux_temp) if I want to do shooting range challenges. This will disable Redux and allow the multipliers to work correctly. After done, save and exit the game, then rename your folder back to "mods".
Gonna necro this thread to supply some pertinent info - I extracted the materials.dat files from a vanilla GTAV installation as well as from a Redux'd installation, and compared the two files in Notepad++. These files basically consist of line items for different material types, with columns containing various material properties, like vehicle tire friction in dry vs wet conditions, material "hit points", etc. The crucial difference here is in a set of four property "flags" grouped together into a set of 4 columns close to the far right-hand side of the text. These flags specify whether or not gunfire and AI sightlines can pass through the material, and each property is specified by a 1/0 (for yes/no). I'm not sure exactly which material corresponds to the targets in the gun range, but I can tell you that the Redux'd file replaces a bunch of zeroes with ones in the "WOOD" and "METAL" material categories (these are both subdivided into a handful of additional categories, like "wood-hollow", "metal-small", etc.). SImply changing a few of these values solved the issue for me.
Had I tested a bit more I'm sure I would have eventually found that only one line item here actually needs to be edited - someone with a bit more patience or who somehow knows for sure the material type associated with the shooting range targets could figure this out without too much blood/sweat/tears

Open 'grand theft auto v' / update / update.rpf in openiv and navigate to
common / data / materials / materials.dat
That is - if you don't modify your game files, and only modify files put into 'mods'.
Or, can also open up openiv and search for it - IIRC.
