Sometimes you get this error randomly every once in a while but if it's every 15 min like you said it's with high chance your internet.

Ignore the ping rating, it only relates to the test server and has nothing to do with latency in any game you may be playing.

The download speed is 15.07 Mbps and upload speed is 1.47 Mbps.
I'm guessing that both of those are not very fast (also explains why games take so long for me to install/download).
Is there anything I can do to improve it?
When you load the game up, could you go into the Rockstar Games Social Clug overlay, click the gear at the top right, click settings, and go to "network information" or something of the sort?
You should tell use what it says your NAT Type is. Generally anything except open is bad for peer to peer games like GTA Online. I'm guessing since you're having this "network error" that your NAT Type is strict, or you haven't allowed GTA V through your WIndows Firewall.
There could be more to it than that, however.
Are you getting the crashes in Story Mode as well? There could be a cheater or a few that are just going around and crashing peoples games.
As for the network errors, you should try what I mentioned above your post.
Are you using anything in the background that may interrupt the connection? Things like email clients, voice chat programs or anything like that?
Back when I had crappy internet, and I was awaiting an important email, I'd leave Outlook open while I was gaming (BlackOps 2 mostly at the time) and set to check for mail every 5 mintues. My game would lag out for 5-10 seconds when it was checking for new emails. This wasn't a big problem in BO2, but GTAO uses a different system.

Most programs that require more than 0.5Mbps in upload speed will usually tell you. In fact, Discord tells you, even when the highest bitrate setting is only 96kbps (0.1Mbps).
Security System is not causing problems, as I tried disabling it and running it as well, no difference.

No I wasnt running any non-essential programs in the background, not even a web browser.
