Don't buy used PC games, ever. The key is already registered to an account

so, it's not like old games, where you only needed the key for installation purposes?

98% of physical PC discs don't even contain the game, it's just an installer for Steam, and the key is going to register directly with one of the big publishers directly to an account.

Once the game is activated, it is permanently registered to assigned account.
Selling games like that is not permitted, and can cause account suspension, In other words BAN, witch will not permit you to access the game at all, not even singleplay.

Given Rockstar's response to cheaters in this game I doubt they'd care that one account switched hands.

But yeah that's basically the only way you'd be able to play a used copy of the game, if the original account information was in the case (lol not likely). I don't even know who would carry / sell that.

i don't understand you. why is it forbidden to sell a used (useless) game? and how does one get banned? if person A buys a game from person B, how can C (steam or whoever) ban anything (i think u refer to B's account)? or u mean selling B's account to A and C detects it (in whatever way)?

A lot of companies prohibit selling of accounts, but it's about as hard to punish/track as you'd imagine.

For GTA 5 I think you'd get a key for RSC specifically but I don't know, I haven't bought a physical copy of a game in quite a while.

it's not about believing u or not. i just didn't get ur point. i know that selling one's (steam) account and buying steam keys from certain retailers (g2a, cdkeys, etc..) is forbidden and can get u banned. but i was talking about buying a physical cd game in real life. i give him cash and he gives me the CD. but this won't be any good, as he will certainly have used the key, which i'll need to play GTA 5.

You been mislead !!
You can buy keys from what ever vendor retailer you want.
I got 99% games like that in past years.
The only risk was some of the keys in past been brought with stolen credit cards, and then resold on this sites.
That is not the case any more, as many retailers give you protect option, so you can demand refund in cases like that.

What I mean selling the game witch is been already activated is not permitted, as the game is permanently attached to account.

If he is selling a used copy of GTA V for PC, he is ripping you off, completely and totally, as he can still play the game even w/o the disks, but you cannot because the key you need to use for registration and all that has been used. So basically, he is selling you a worthless pile of 6 or 7 disks. He gets to have his cake and eat it too basically. Unless this is a used reseller of games you are buying from. Where the store has already been ripped off, and are just trying to regain some of their losses by ripping some other poor sap off, or, the used retailer truly does not know what a bad deal he has made, in which case they are not up with te times and will soon go out of business unless they drasticallty change their business model... But it is more likely the guy is trying to rip you off.

I don't use Reddit but they do have a subreddit dedicated to discussion of which sites are legit or not. Steam, Origin, Uplay, Humble Bundle, Amazon, etc. are good to go.
