This game does not work with the Steam Controller.
Attempting to use keyboard, mouse or controller buttons goes haywire in GTAV, it starts pressing random buttons for no reason, left trigger pulses on and off when held, pressing any of the face buttons starts recording / saving / stopping the Rockstar Editor, don't bother. No matter what configuration I use, it just goes nuts.

I'm on keyboard / mouse and it works fine.

I'm going to assume you mean you're emulating keyboard and mouse on the Steam Controller. What's the point in that? You have no analog triggers or movement, which pretty much defeats the entire purpose of a controller.

no I mean I using keyboard / mouse alone, no controller and it works fine. You said it was goiing haywire with keyboard mouse.

Hmm should work just fine im using PS4 Dual Shock on it through Steam there basically the same controllers for the most part. Basically why Steam added them to configuration heh. Make sure you dont have another controller or something plugged in to computer at the same time maybe? My Xbox controller basically overwrote everything until i unplugged it lol.

I assume you are playing in Big Screen mode with Steam Overlay turned on? This fixed those problems for me when I play with the Steam controller.

Yup pretty much need Big Screen Mode on :) ^^
Only other thing i could think of is its not a Steam game just added as non steam like i have Battlefront added to steam from Origin but i have to disable there overlay or PS4 controller wont work.

Not exactly. The touchpads on the Steam Controller work like a mouse, not like an analog stick. I'm assuming because of the mouse / joystick / keyboard switching, it freaks GTA V out and it just starts pushing random buttons. For example, my left trigger is set to complete default, nothing extra, and pushing it in a car causes me to start rapidly aiming my gun over and over. I cannot stop or reverse any vehicles. Tapping A on the controller just turns on and off Rockstar Editor recording.

Yes and you can setup the middle part of a PS4 controller to do the exact same thing your talking about its basically the same controller it has the exact same capablities if its setup that way :) But yeah make sure overlay is on also.

But you're not using the touchpad while playing the game, your thumbs are on the thumbsticks. So it just emulates it like a gamepad. But the Steam Controller is emulated as half a gamepad, with a mouse touchpad. As I said, that's probably why the game freaks out when you try to use gamepad and mouse at the same time.

Well either way hope ya figure it out cause its definately just a setting or something cause theres no way in hell this game doesnt support a Steam Controller lol.

The same thing happened to me but got it fixed in 4 hours. heres what you got to do if your controller acts crazy it means its using DESKTOP CONFIGURATIONS instead of GAME CONFIGURATIONS if so open steam dont enter big mode unless you touch the controller setting but it back how it was when you first connected it. like i said open steam top left corner youll see something that says steam in small letters click it then click settings then after click in-game youll end up seeing some like ENABLE THE STEAM OVERLAY WHILE IN-GAME BOX if its checked it means that the problem for me it was checked so just uncheck the box and start your game and PROBLEM SOLVED dont worry i saved you the trouble youll thank me later.
