Doesn't work like that. Once they adopted a peer to peer format for the game it means it can't be changed without overhauling the game's structure and netcoding. That's a bit of an oversimplification but that is the gist of it. If it were an easy undertaking they would have done it already. It would be a huge step in solving the issue with mod users. It's more than likely easier at this point to have dedicated servers in mind while they are designing GTA 6 than bother trying to overhaul 5.
There were already enough attemps to create an online mode based on dedi servers, created by modders.
Fivem crew , gta:mp and so on

never said it was impossible, just said rockstar more than likely feels it's not worth the bother for this game and will more than likely just implement in gta 6. Also not to mention a mod is one thing, setting up an infrastructure for as many as 100k players at any given time is another matter.
theres a desync problem that can occur if the players in a different country to everyone else, this can cause the players game to bug and register that hes still wanted, the only solution is starting over in that case.
Clearly you kicking the wrong folk, cause Lv. +100 are the ones that don't listen and always do their stuff, plus they always the first ones to act like idiots and leave when something goes wrong.
People like you that associate level to skill are the cancer of this game, I just made a new char recently and I constantly get kicked from games due to level, even though my skill level is probably above the others in the lobby.
In the end it's not my loss, those who trust me never get disappointed.
As for OP, you wanna make friends who you can trust, I've made dozens of friends always available for Heists, and we can make every Heist and role without restarting once.

That said, it's entirely up to the host whether or not to kick people. If they want to carry lowbies and boot anyone over 50 on suspicion being a cheater, that's his prerogative. And ditto if they want to set a minimum level limit. Getting mad at them for wanting to run it their way just makes you look small and petty. You can always run your own heists the way you see fit.
