can't delete social club folder

i just bought gta V a few days ago, but yesterday suddenly its stuck at social club loading screen. after looking for a fix and ask some advice from my friend, it told me to "verify" the game. but after that it got worse, its not stuck anymore but the launcher become stopped working. and i looking for a fix again, they told me to reinstall the social club but then again i can't.
i got "error opening file fot writing:
C:\program files\rockstar games\social club\cef.pak"
and of course i looking for a fix again and it told me to delete my social club folder, but i cant open it it say "location not avaliable C:\program files\rockstar games\social club/b] is not accessible access denied" i tought its because am not the administrator, but then i try again its failed again it say exactly just like before, even i try to delete that file by any means its still didn't work
so please, if anyone can help me i will be very thankfull.

Make sure you are logged into windows with a Admin user, open up your task manager and end task on any GTA app running. If that doesn't work, restart your pc and try again to delete it. Its not allowing you to access it because you don't have privs or because a program running in the background is using it.

Try right clicking steam and running as admin, seems repetitive but easy and worth a shot. If not close everything, disable all steam stuff from start up. BigTex is right on either you dont have privileges or a program is using it. Worse case uninstall and reinstall

thanks for your reply, but am already try to log in with admin user and still got the same problem

thanks for your reply, yes its still didn't work. seems like the problem is at the social club

Uninstall and reinstall. :/

Windows safemode - try again to delete the entire program files / rockstar games folder.
(and make sure you have the space to install social club again to the drive)

I tried everything to delete the social club folder but it didn't work I need help

This worked for me:
Run the following command in command promt as admin:

 chkdsk /f 

Type

 y 

and press enter
Restart your computer
