Make sure you're under 3GB vram usage
another thing is disable all advanced settings as they tend too cause stuttering on low VRAM cards
Another thing is try and enable vsync and then test it...
And i have only turned on Extended Distance on gta v,30%Of it.
Seriously, why did you buy a 3GB 1060? That's a real bottleneck and holding your CPU back.

And should i update the game ready drivers 382.05?Currently im on 378 Vers,will that work if i update the drivers?
Disabled extended distance,Nothing improved,the only thing improved is my fps.
You say its using 2900mb out of 3gb, but you have to understand that some individual files may be larger than 100mb and they cannot be loaded if you only have 100mb left.
Was going to say cap the framerate, but it's looks like you've already tried something similliar. But you said it lasted 10-15 minutes? I think what could have happened is that the 1TB drive probably spun down and has to spin up again. Assuming GTAV is on the 1TB drive.
Go to control panel -> Hardware and Sound -> Power Options -> Change plan settings(using the one your current plan you are using indicated by a black dot next to the plan) --> chance advanced power settings --> Hard disk --> Turn off hard disk after, set to Never (just for testing) and see if that fixes the issue.
I would leave the framerate cap/ vsync on when testing this.

You want VSync, get to Adaptive in NVIDIA Control Panel.
Honestly, that is a crap GPU for GTAV and most newer games.
Such a nice setup, but terrible GPU.
HDDs are much too slow, resulting in "popin" in the game world of GTAV
It just doesn't happen when the game is on SSD; cause the SSD read/write is SO fast.
Overall the GPU is terrible; it's between a 960 2GB and 970 4GB
If it still does that, either its game settings, drivers or just crappy hardware.
We can go on and on; but the bottom line is poor GPU.
Also, this stuttering and such; is that GTA Story or Online?
There is a huge difference because Online will cap the visuals. Story does not. So if some settings are cranked up really high, in Story it can be an issue something; like Ped Density and such.
Online has a capped view distance and the Density settings; its one reason u notice there are not alot of Cars/Peds on Online compared to Story, even with all settings maxed out. They do this to help Online have a better experience.
