I am already in Pulling one Last Favor (85,2%) main progress and yet Franklin didn't get a single call from Downtown Cab. Co to start this private fare missions. I just did Tonya's final mission with tow truck business. I have even unlocked Towing Impound property for $150k, I keep roaming for over an hour with the taxi car and only receive normal pickups but not a call from Downtown Cab. Co.
How to complete this achievement?

I finally have received the damn call after buying Towing Impound property. All videos on the internet and none of them told to do this. Good Game Rockstar!
