Can't get Bike Thief 1 random event to spawn

Been driving around the area it should spawn for a few hours over the past two days, no luck getting it to show up. Is there any way to "force" a random event to spawn? Trying to get that 100k Animal Ark stock before starting the mandatory Lester mission for Franklin. Tried killing myself, switching all characters, going online and back to sp, quicksaving a couple blocks away and reloading, replayed missions and finished up some strangers & freaks missions.

Iirc the Animal Ark stocks do not change in price, only good to sell for a instant 100k when you 1st get them. Edit: Just realised you prob just want the 100k for when you do the Assasination missions. I had trouble with getting some of the random events for my 100%, just driving between the areas they spawn in was all I did to get them to spawn in.

Yeah the stock price never changed, I just wanted the 100k to buy the sub dock so I could have made 690,000 before the stock missions. I screwed up after the jewelry heist and bought the cabcompany as Franklin, should have waited for the dock.
