Go to Documents\Rockstar Games\GTA V and open Settings.xml in notepad. Scroll all the way to the bottom. Look for the lines:
<ScreenWidth value="3840" />
<ScreenHeight value="2160" />
and change it to:
<ScreenWidth value="1920" />
<ScreenHeight value="1080" />
Save and start the game.
Hopefully it will load as 1920x1080 instead of 4k and then you don't have to try to change it in game and risk a crash.
