Buffering ?
My game now acts like it is having video buffering issues. What do I mean? Like trying to watch something streaming with slow internet. Starts then freezes for 10 seconds plays for a couple then freezes. Last time to fix this issue I reinstalled and cleaned out registry all that jazz. My ISP has me on limited data now... Trying not to download the game again. Messing with the video options now. Vsync is off even tried using different DX versions. Verified the game cache.

Any suggestions?

My brother have this game and plays on the same computer I play (we share the same PC). Do you have an i5 processor? There are some problem in GTA V while using an i5 processor (looks like i3 and i7 are OK). If you have an i5 processor, you have to wait Rockstar fix the game.
The low fps was fixed after update Windows 10 to Windows 10 Creators Update, but the stuttering/freezes are related to the i5 bug, and aren't fixed.
