If you pass ceo mission for this car it will cost you only 3.2m

The cheaper cost is if you did the CEO special vehicle mission to unlock it. It's really pretty easy and fun, and certainly isn't worth skipping to pay that extra 1.5 million.

It's worth noting that there's a sale going now, so the Trade Price is even lower than usual.
Normally, the Trade Price for Ruiner would be 4320000.

Actually, the car respawns instantly in your vehicle warehouse bunker after it is destroyed.

Special vehicles can be taken out of your CEO vehicle warehouse basement (there's a special door in the warehouse that leads to the basement). You can also call them to you anywhere with the interaction menu, just like a personal vehicle. The price difference is based on whether you have done the special vehicle mission or not. Before you buy any of these you really should do the mission from your office because they are fun, let you test out the vehicle and give you a huge discount.
