While I don't believe in giving rockstar real money for fake money, it's a bit useless telling people to buy a modded account. It will just get them banned and if they want to play the game again they'll just end up having to buy another copy (in addition to making new SC or steam accounts) Besides, since rockstar cut off transferring characters from old gen consoles to new platforms, it will be harder to get those modded accounts you love so much.
buy the shark card directly from R* + ^^, very simple. steam proccess for this is stupid. don't buy shark cards for any other purpose either, they encouradge R* to continue their dodgy practices but i do understand buying them as gifts as there is no other way to gift a friend some GTA$.
Ideally a better way to give your friends cash without costing yourself any real money is to run heists with them. Keeping the same crew together for each one of course gets you a nice bonus. Besides it will season them up so they can learn to repeat them without flaw. This way they can earn a steady income and not have to rely on being given shark cards, teach a person to fish and all that jazz.
