You are on the steam version so things are a bit easier for you to check/test.

otherwise i was using a program called net limiter to make my ping connection bad so i can play on empty servers online. this is why i think ive been bsnned. but do. theyreally ban fir that. what would happrn if somrkne had just bad internet?
Now a new modem.. especially if it is a modem/router combo - and your old one had port forwarding or DMZ'd for your pc/ip - it could cause issue. (also in the link~)

Try changing DNS servers from automatic to google, or back to auto. (for tcp/ipv4..)
Google IP's are 8.8.8.8 - 8.8.4.4 (restart pc after each change to be sure~)
Edit: I even have FiveReborn installed.
Actually my subprocess.exe says its only version 1.1.7.8 is that a problem? it might be outdated
