#c00007b errors, can also 'appear' as c00005 - better details in log file.
Other c00007b in this link - related to directx files, and av/security configuration.

*Also can cause crashing at R* launcher/5-10 seconds. Before sirens/stars.
Otherwise - only the mfreadwrite, mfplat, mf, etc errors due to mangled/missing MFP's. Also appears as c00007b's, missing files by name, sometimes c00005's.
Where are you located? And are you on a N/KN version of windows?
Did you redo your OS? Do you have playtime? What else happened/changed?
Hit windowskey+pause/break and see what it says there. If you ARE on a N/KN version - you may need the media feature pack. You may ALSO CONTINUALLY need a new one everytime Windows has a major update. Are you on windows 7, 8, 8.1, or win10?
I would install the one from the links below that matches your OS.
-Windows 7 media feature pack is not in R*'s link - use x64 here - Win7 MFP [www.microsoft.com])
-Windows 8 AND 10 media feature pack's -
(For windows 10 - there are multiple MFP's available - check your build/version)

(Almost every LARGE win10 update = new MFP = must install new MFP)

********Missing media feature pack can also cause problems with the R* launcher, and sometimes gives a message "This feature is currently unavailable". YMMV here, as there are other are also other reasons for this error.
And.. of course-
Exit steam, rightclick steam, run steam as admin - try again.

If you've already copied a mfreadwrite.dll - and put it in your gtav folder - remove it.
(or any other MFP/directx file that you manually added... for that matter -.-)
Don't know how to clean the folder? Mod removal links on my profile. They will remove all.
If you already have the media feature pack installed - You can try cleaning the registry, or googling a guide on how to manually replace that file. (bearin mind you still need to use the correct version and proper location of system32 or syswow64 - sometimes they differ). This includes using the correct architecture - 32bit, or 64bit - incase the mentioned folders were unclear.

Additionally, this error can be caused by corrupted directx files and other missing/incorrect/manually (re)placed media feature pack files.
(yes, this includes the new vcredist in the r* launcher install folder / vcreds - 2015-2019)

*sometimes, you can rename windows/system32/mfreadwrite.dll to -OLD, and reinstall the mfp, and it will properly input the file. Sometimes - it is NOT an issue with that file, but other MFP files. Don't get too hung up on the "mfreadwrite.dll" of the error.
Another quick way some use to test - is to extract the .dll's from the archive/cab's - and throw each one.. one by one.. into the gtav folder and test. Once it works, that is the one to look deeper into correcting in your system folders. Don't leave it there or you invite more problems in the future.

In control panel, programs and features - turn windows features on/off-
Be sure that windows media player is also correctly installed. Common issue for people that like to trim/streamline their installs... don't have N/KN - so on. Corrupt or missing files on non n/kn can do this too.
I would also open an admin command prompt... and run... sfc /scannow
Can't figure it out? Add me - can chat, explain, walk through it, or even teamviewer and do it (which I would prefer not to do, since I will just be doing what it listed)
If you've manually replaced files in system32 for media feature pack with incorrect versions and don't say so - you are just WASTING my time (and your's usually, as many times even the installers won't drop the new/updated versions over the top of those).

1. Run Powershell as an Administrator
2. Run this command:
Enable-WindowsOptionalFeature -Online -FeatureName "MediaPlayback","WindowsMediaPlayer"
3. Restart

.exe listed at top of windows error. If you did completely/correctly strip out all directx files via .bat. Uninstalled/cleaned/reinstall r* launcher, vcredists, whitelist/excluded various things. This includes the exploit protection defaults. If windows 11 was clean install or 'upgraded' win10. If you 'put' files into the gtav folder that - using the wrong ones - 'could' make this work/fail in future after OS is updated. etc. my docs / rockstar games / launcher / launcher.log (use pastebin.com to put entire contents) may provide more info. I'm assuming you are here BECAUSE you got a c00007b error - and not simply because 'it crashes'. Your profile doesn't give much game info (new/old user, mods, etc), your post history has you posting in a 'newer'/after update I have issues thread. The joy of gtav updates, even worse if a new user - completely possible to have multiple issues, that all 'appear' the same - and completely possible to actually make things worse trying to fix them. Need more details from you to try to narrow it down without actually 'seeing it' myself.
Other smaller things like renaming my documents / rockstar games to rockstar games-old to rule out all kinds of issues - may be useful 'moving forward' while testing other things. Not using cloudsaves when asked - use local.
