Oh I didn't realize you were an optometrist. But really, You're the one who asked and I gave you the only proper answer. What you don't seem to undersantd is that it isn't an issues witht the game. Everyone else would be having eye problems too if it was. The game is fine. The real issue is with the way your eyes handel that game and only a doctor can tell you exactly what that is and if there is a way to fix it.
Go back to your doctor and insist on some proper testing instead of the advice of not playing. The game is not the cause, it's something in the game that triggers your eyestrain. I would not worry about not being able to play GTA, I would like to know the cause if I was you.
EDIT: check what PSI suggests aswell. Might be as simple as that.

I just did some googlin' and eye strain in GTA came back with a few results. The common denominator was that the text size is too small in GTA IV and V. This makes you focus your eyes on and off to read/look at what you're doing. Like flexing a muscle, except the eye version.. haha
Perhaps adjust the sharpness on your display; if the letters are clearer, you might be able to read easier without flexin' them eyeballs; also turn off motion blur.
Try to relax your eyes and if you can, center your focus on your character as much as possible and when you look elsewhere don't "flex" your eyes to see it clearer..
I have terrible vision and I wear contacts 24 7 so this might all be gibberish to someone who can see fine.. anyway hope that helps.
