Exit steam, rightclick steam, run steam as admin.
Try again.
Can also try outright RENAMING mydocs/Rockstar games folder to Rockstar games-OLD
(your saves will vanish into the renamed folder - rockstargames/gtav/profiles/<profilenname>)
And in the last week or 2 - I vaguely recall someone saying their settings wouldn't stick unless they changed them AFTER they went into storymode - or something. Can't find the post atm.
And as stated below - someone configured the settings while in storymode for them to stick.
Dont know if it has anything to do but the problem was solved at least for now.

It did.
However, what I've noticed since I tried that fix was that you need to start in story mode (off-line) and do all the graphical settings changes while in story mode.
I've been doing that without the need to further run the game or steam in admin mode nor the need to delete or edit any files and settings stay.
The solution above:
It works wonderful to me. I installed the game, changed setting, but didn't start it. When I came back, I have problem.
All other solutions did not work (I can't see the file pc_settings.bin anywhere using search, btw).
But then I just randomly changed setting, ran benchmark, then everything else later was saved.
Just came in to say that this works and is the most simple fix:
- FIRST start story mode
- THEN change settings
- Now the settings will be saved
Delete your settings file in the mydocuments location. Somethig like Rockstargames> gtav> ur user id
It gets corrupted randomly, usually when hard shutdown/crash.
