It's just that EA didn't plan to sell BF4 in China. Chinese gov got nothing to do with it.
The news about their ministry of culture banning BF4 is fabricated. I couldn't find the forum where some Chinese dude did some research and found out that the news was fabricated by some random dude. But somehow it went viral, then people started to assume it to be true.
