The easiest job is almost certainly Blowup I. As for best paying, the longer you take on jobs, the more they pay (to a maximum.) But sitting around waiting isn't very efficient.

Easiest mission job is the cat house if you have a helicopter. Just land the roof by the borken part the girl comes running to your helicopter and take off.

All the blow up ones are pretty easy. The one with the titan is easy. Just snipe most the guys and take the titan and land.
