Unless something changed and they added it you can't purchase that car and drifters love it.
"Futo" is also an anagram for tofu, possibly referencing the Toyota AE86 featured in the Initial D series, as the Toyota AE86 was used to deliver tofu.
Spawns more commonly when driving a Rumpo.

I got lucky and my area was spawning sultan's like crazy and since the first car mods are free i have a level 4 with a sultan RS and it is pretty awesome.
Its the same thing with your Futo. You just need to keep waiting and eventually you will find a whole bunch of them.
and them ramps with little raised car parks try round there
also set it as your last location to spawn and change session if you have no luck
or drive round the golf club / car parks and go in a shop / in your apartment then go back looking
it shouldn't take long
Maybe driving in an SUV midday helps with Futo spawn rate? I was driving around the southern Vinewood and Downtown districts if it helps.
