Some background info, when the game first came out you had the option to buy many cars that were either hard top or convertible, but you didn't have the option to choose if they were hard top or convertible. So it was a 50%/50% whether it would have a roof or not. It seems this van, which is quite old, from (one of) the very first DLC(s), so I believe it's subject to the same 50%/50% chance.

But how about entering as passenger into your personal vehicle alone? How to do it ?
As far as I am aware, that's impossible. You will always automatically switch to the driver seat if noone else is already occupying that spot.
However, if you enter the vehicle of someone else and they set the personal vehicle options to only allow for passengers then you will stay on the passanger seat.
