Can you go to your "My Games\Star Control" folder and see if there a RunLog.txt?

There is no "Star Control" folder underneath my "My Games" folder.
Steam file verification comes up OK.
Sorry to hear you are having issues.
It won't create anything in MyGames if it does not get far enough in the load to do so.
That said, I would like to have you review this support FAQ as it does cover a lot of what could be the issue. Please do let me know if this does, or does not, help.

Ultimately, if the game is going to exit without providing any error to the user, troubleshooting it will be quite difficult. At least it seems to be a common bug, so hopefully it will get some attention from your team.
Yep. Screen went blank for a second on relaunching after verification then CTD. No problems with any other games.

I ran the StarControl_DX11.exe executable directly rather than launch it from Steam, and Windows helpfully reported that it couldn't find MSVCP140.dll, which is the Visual Studio Redistributable. Yay, information! Eff'n Steam launcher. If you're having this problem, this should be your first troubleshooting step.
The Steam VS installer DID run during the SC install, but must have silently failed. Sigh.
Running them again didn't help (Links are in the FAQ!) but I was able to add/remove programs to brute force this through. SC then launched normally.
Hope this helps someone else!
I want to be clear about this, however:
The instructions on the FAQ are to re-install vc_redist.x64.exe and DXSetup.exe but that did NOT work for you - you had to nuke them manually and reinstall them? If so, after you had to nuke them, did you reinstall from the game directory or from and outside source (Microsoft.com for example)?

Prior to this the installer returned some message about an existing installation (I don't recall, it was last night after a few hours in); I took this as "it's already installed".
