I have oxygen production +2.38 and usage -1.5 by water installation (factory?), however even when water thing is disabled oxygen usage stays same, how does it work?

Is this game (and its many DLC's) an RTS game? Or is it a Business Simulation? Seams like it straddles the line between the 2 game genres.

I've lost the 4th mission like 10 times in a row already. Frank out paces everyone on the map and conducts sabotage on almost every turn. I'm pausing and playing on snail pace, and still can't keep up. Closest I got was 15 colonys he had 23. This is on normal difficulty. WTF!!!...

I played this game back in the days, and enjoyed it a lot. Now when I plan to get back into it and get all the DLCs I'd like the added challenge/goal of doing 100%.
