As far as the game is concerned, it's a bit random, and sometimes there are a couple of legit bugs at some intersections. General rule of thumb is to be in the right most lane with the blinker on. While stopping at the red light is required by law (in pretty much all states) in real life, this is not the case in the game itself.
It is legal to make a right on red in Las Vegas. However, there are some important restrictions that all drivers should know. To make a legal right turn at a red light, all of the following criteria must be met:
You must come to a complete stop;
You must yield to any oncoming traffic or pedestrians; and
You cannot make a right on red if a posted sign indicates the maneuver is unlawful.
There are certain locations in Las Vegas where right turns are not allowed at red lights. At these locations, there are signs that indicate that right turns cannot be made on red lights. When you make a right on red, it is imperative that you remember to look for oncoming traffic and any crossing pedestrians. You do not have the right of way when making this traffic maneuver. The last thing you want to do is cause a failure to yield accident.
- Approach the intersection fully in rightmost lane. No "borrowing" of adjacant lane.
- Use your turn indicator.
- Exit the intersection fully in rightmost lane. No too wide turn...
or
- Disable the fines in Gameplay Options.
In the game you don't have to come to a complete stop.
Then, as stated above, some in-game intersections do have issues and/or bugs.
There is also a third option. Just laugh and laugh at the fines being so minuscule in relation to what you're making and continue on making right on red anywhere you please.
That's one reason I turned off fines (besides being annoyed by the sound the message makes). I could never do a right on red without being fined no matter where in the map I was, but I also highly doubt I followed your strategy. I'm sure I was sloppy.
Edit: Because of this post, I drove around Vegas for 2 hours, driving "randomly," trying to park in random spots all over. Made plenty of RToR, both legally and illegally. Only fined for the illegal ones.
Game does not care about lane(as much) or stopping. Only that your right signal is on. You can just blow straight through the light if your signal is on.
