You can NOT own two of the same games or DLCs on a single Steam account.
I read somewhere that if a DLC is in two or more bundles, buy one bundle at a time. That way you give Steam a decent chance to detect that you already own that DLC.
As soon as you have bought and installed the first bundle, you can buy next. DLCs you already own (from the first bundle and prior to that) will be deducted.
Buy the bundles in any order you want.
Be aware that some bundles contain extra stuff like a paint job DLC or so. If you don't want those extra stuff, consider buying the main DLCs separately as usual for the same price. The bundle discount is only 10% or so. Extra DLCs quickly eats up that.
That was the case for me - when buying a number of states, I didn't care about the heavy haulage, paint jobs and extras. And when I totted up the bundle price vs. just buying the states I wanted separately, separate saved me a bit of cash over the bundle.
