The easiest way would be to walk up to strangers and begin a friendship that way.
Then just see if your play time fits well with your friends.
The only problem with that, is its not easy for most to do, i get it.
A CHAT ROOM at log in, would be an ideal way to find "buddies", like the old DIABLO 2 chat room. Even name it "Co-Op Game Chat Room". Then just give an option to give a brief description when hovering over another players name, with the following description boxes:
Player Location (Real World Location also giving Timezone)
Preferred Hours of Log in Play (When you play each day)
Looking for (What type of player one is looking for)
Player Experience Level (how knowledgeable the player is to game)
