For the Next of Kin achievement I prioritized the unlockable characters until I had them all, then changed to every single one of them in an anti-clockwise fashion.
Everything else should be pretty straight forward, just remember to use all spooks on all items in the game, the achievment should pop up when you've achieved this feat. So you can keep a couple of people running around in a few levels while you make sure you spook everything in every room to prevent a level restart.
The extra level does not factor into the achievements.
I really don't know what exactly caused my game to work again.
The first achievement I got after not being able to achieve anything was the friendly ghost achievement, maybe you could try going for that and see if it somehow changes things.
You can see a spook bonus counter for each level when completing the game, if it's not full, you've missed something. I remember having missed some spooks in the two buildings I had not spent as much time in.

Not sure if it made a difference but I even spooked duplicate items, like the theatre chairs.
It's better to be safe than sorry, so for my last try I left a few people wandering around in two of the houses so I didn't end the game early until I had used every spook. I went through every house again, room after room and by the last house I had used every spook.
I got them all, swapped between them, used their emotes, used every single one to spook humans... what is it that I actually need to do? D:
EDIT: the steam overlay works, and I did get the spice of life achievement in this run, so achievements should be "working"... honestly it's so annoying not knowing whether the achievements are not working or if I am not doing things correctly.
When I had unlocked everyone I went back to the starting point of the game and changed to the ghost to the left and continued anti-clockwise till I was back at my starting character. I used everyone's personal spook once and I didn't leave the area or anything.
Guess it's just the game being weird... I'll try again some other time. I managed to get the friendly ghost achievement this run at least.
I hear you, spending 18 hours on this game to unlock everything is ♥♥♥♥♥♥♥ insane for a game that should have taken me at most 3 hours. It was an infuriating process.
What's left is the achievement for causing 10 jumpers. This is incredibly frustrating as the behavior of the people is completely unpredictable. I could scare them to a panic right next to a window and they wouldn't jump, opting to run around like a headless chicken, passing window after window without jumping and finally running out the door. Other times I'd panic someone nowhere near a window yet they'd make a beeline for a window and jump.
So I'm scratching my head on this one, is it just random? Put everyone in a panic and hope that the lords of randomness are with you? The best I've managed is 6 jumpers.
My first try I got 7 jumpers, second only 2, third: 10 with just 6 people left.
I wish you the best of luck.
EDIT: I cannot get anyone to jump in the Museum at all.
