I want to print out manual. I cannot find it in the Star Command files on my computer.

I read some where that you can only use the drop ship on Hi-Tech planets, but no matter where I go that's the only thing it says when I try to do my espionage mission. Does anyone know what I have to do? Thank you for your time.
