Yes, this is a prequel to DQ 1+2, and they decided to release it first. It's more of a complete and whole game than DQ 1+2, and Yuji Horii decided it was smart to do this one first.
It's the most popular game in the series in Japan.
I think you mean it's being released according to the storyline or something since chronologically (I.E. in order by time) DQ1 was released almost 20 years before DQ3.
Yeah, the timeline of the story is apparently with this one first... which is weird if it's a prequel it should have been done at least second or third instead of first.
