Report a translation problem
We've had around 10-20(?) reports of the very same issue and much more people probably found the solution in FAQ, so while clearly affecting only a marginal amount of installs people have done it's still surprisingly wide spread, surely all can't just have uninstalled OpenAL themselves.
When I get around looking into it, I'll try to make Steam install OpenAL "manually" as clearly the automatic way doesn't seem to work as well as expected.
Instead, I looked into some of my windows shadow copy files, and ran a 2.1.0.0 verison of oalinst. The version RWR comes with is 2.0.7.0 I believe.
