definitely Vest T2, cheaper, less mobility penalty, no vision penalty and in terms of bullet absorption it's about the same.
EOD is good against Stun weapons and blast overall. Good when you are in a tank so that if the tank is destroyed you have better chances to survive.

EOD is better when you are using explosive or heavy weapons. As when you are using them you are more likely to take a grenade then get shot.

It is also best for as mentioned stun and vehicle protection.

In all other cases use vest II, or black ops.

Tried EOD few times. Its too slow. Pick T2.

EoD is only good if you're packing a minigun or riding an ATV or something.

Rest of the time, use T2/black ops (depending on your playstyle) like Street said.
