If you're getting stuck thinking your trigger doesn't work, try releasing your grip from the controller. Because the grip counts as a trigger, it won't let you both grip the controller and press the trigger at the same time.
Both Episodes of The Gallery support Index in the same way, with controls being set through the Steam settings. If you're unable to select when using Index controls, try releasing your grip from the controller as mentioned above -- eg, leave your hand floating off the controller when you press the trigger.

Strange... it looks like your game is not booting the correct environment for the controller options.
Did you buy the game regularly on Steam?
Another way you can get to the environment is in the SteamVR popup window, click the menu button, then choose devices, controller setup. Then find Call of the Starseed in the list and follow the details above.
